Evan Da Silva is the Senior Communications Specialist for Moulton Niguel Water District in Laguna Hills, California, where he supervises social media, digital outreach campaigns, public engagement, event planning, media relations, education programs, and internal and external communications. Prior to his current role, Evan served as account executive for a consultant team supporting Mary's Kitchen, an Orange County nonprofit, where he led a public information campaign that established a permanent volunteer workforce and revitalized the organization's digital presence. In 2024, Evan graduated cum laude with a B.A. in Communications with an emphasis in Public Relations from California State University, Fullerton, where he also conducted research at the Social Science Research Center on a project for the American Civil Liberties Union. Before his communications career, he worked as a union electrician for the I.B.E.W. Local 441 in Orange County.
